Sustainable INFRASTAR stands for Sustainable Infrastructure Rating Tool where it applies an objective & evidence-based rating system that assesses each of the identified key conditions, including:
- Land use planning and management
- Resource Management
- Energy and Water Management
- Biodiversity and other ecosystem services
- Social and cultural protection
- Stakeholder coordination
Main objectives from Sustainable INFRASTAR CIDB
- To create a continuous awareness of the importance of sustainability throughout the pre-commissioning stages of infrastructure projects
- To prioritise significant environmental and social attributes for sustainable infrastructure as early as the conceptual stage
- To convey an improved performance related to environmental and social through project design and construction
- To recognise and reward efforts made by projects towards achieving an exceptional level of sustainable infrastructure
- To ensure the implementation of environmental and social best practices are in accordance with the standards adopted locally and globally
- To measure the level of sustainability of infrastructure projects
A certified assessment that achieves 40% and above credit percentage will be awarded with a-star rating.
Rating Assessment Timeline of Sustainable INFRASTAR CIDB

The rating assessment takes place at two project stages:
1. Pre-construction stage – during planning and design.
2. Pre-commissioning to the CPC stages – during construction and also within the duration where contractors are liable to rectify any defects during operation & maintenance, i.e. between 6 – 24 months after project commissioning depending on contract conditions.

Project Assessment Boundary of Sustainable INFRASTAR CIDB
- The setting of project boundary must be pre-determined by the project owner and must be agreed between the project team and the appointed facilitator prior to the tool assessment.
- A clear statement and delineation of the project boundary help to clarify whether the project range and type of asset to be evaluated are within the assessment scope.
- Project boundary is closely associated with the project objectives in which the contractual agreement defines a holistic perception of project activities and the expected outcomes.
- The project assessment boundary shall be limited to the extent to which project assets are measurable and accessible for evaluation.
- Nevertheless, a linear Infrastructure project is associated with the procurement of large buildings such as main stations, administration offices and commercial buildings, which are categorised under building category rather than infrastructure.
- Thus, such building assets must be omitted from the project boundary decided for the tool assessment.
